Roger, we passed out letters to almost every home (we ran out of time, so not everyone got a letter) yesterday (put it on their door) asking residents to place their garbage cans off the sidewalk as to not block the sidewalk for pedestrians. Meaning, the cans should be sitting right against the curb ...on the street.
So, yes, Michael, please place them on the street against the curb and not on the sidewalk.
